Mobile not responsive to logo image

Hello! The only way I found to add an image into the header on this theme was by manually adding it to the php files.

However, on mobile devices, the image does not automatically resize.

First, is there a way to add an image to the header other than in the php files? In the files, I had to put it under “logo”

If not, how can I make the image resize for mobile devices.
